The privatization process has played out behind closed doors, and the Emanuel administration and the bidders have declined to discuss much in the way of specifics, making it difficult to immediately sort out what happened.

It's Chicago. They were obviously light on the kickbacks.

I was under the Impression ( I could be Wrong ) that once a
bidding process has been finished you had to abide by the results!!!
This type of funding for Governmental projects is what has been
done in many areas of government-----but then this is Chicago---
and who else do we know at the Federal Gov. is also from Chicago--
