Cheney 'ordered CIA to hush project'
The former US vice-president Dick Cheney ordered the CIA to conceal a highly secret counter-terrorist programme from Congress for eight years, possibly in breach of longstanding oversight laws.

Jeesh, even the article gets the time range wrong.
The finding was in October 2001, look up some old news articles.
The planning stopped in Spring 2008 (under Bush apparently) because it was deemed unfeasible.
Thats more like 6 and 1/2 years.
It wasn't a program, it was planning based on the finding. The Wallstreet Journal article even mentioned that neither Bush or Cheney was supportive of the "program" but did do the finding.
