I have to ponder what is the purpose of establishing a local GUAM CONSTRUCTION ACADEMY at the GCC Campus, etc. iff Guam is going to give the bulk of any such jobs to outsiders? As another example, the GUAM SHIPYARD has supposedly begun the process of privatizing or outsourcing/subcontracting some of the lead shops that were there when SRF first closed back in 1997. The Guam Shipyard appears to be getting smaller and cheaper, but as based on current News or Internet reports the Yard does not appear to be getting multiple ship repair contracts anymore. Instead, it appears to be getting singular contract of long-period duration.

The Marine Relocation is subject to the whims of politicians, diplomats, and inter-nation Regional and Global Geopolitics - THE BEST PROTECTION GUAM CAN GIVE BOTH FOR ITS US-DOLLAR/WAGE SCALE CENTRIC GOVERNMENT, BUSINESS SECTORS, PLUS SOVEREIGN CHAMORRO HOMELAND, ETC. IS FORMAL SELF-DETERMINATION AND FORMAL US STATEHOOD, ideally in union with the CNMI. FREEDOM BEGETS OTHER FREEDOMS, which Guam is unlikely to receive under Communist- nor Radical Islamist Totalitarianism and despotism. Communist China has already declared us future Chinese citizens without asking for the opinion of the people of Guam,or island peoples in Oceania, while under America Guam risks losing NOT becoming a full-fledged Americans nor a US State becuz we didn't tell the Americans anything of our genuine beliefs or interests, becuz we chose anti-risk, status quo "politix-as-usual" and politically correct appearances and "guaranty/certainty" , etc.

"Its not going to happen"? Well, CHINA has already asked the USA to divide the Pacific into two differentiated spheres of influence where China gets to control or dominate the Western Pacific, INCLUDING GUAM AND MICRONESIA, while the USA does the same in the Eastern Pacific. IT IS HAPPENING, AND ITS HAPPENING RIGHT IN FRONT OF YOU, AND ALL OF GUAM AND AMERICA!
