In my experience, which is not insignificant after nearly sixty years I have found that such investigative committees often are made up of people who do not, and probably cannot, know what it is they are looking at.

Consequently, those who have the responsibility to perform, if they have anything to hide, know how to function that way very well. They know the people coming to check things out probably do not know what they are seeing and they MUST take advantage of that situation even IF they have the best and most honorable intentions.

When systems break down they generally break down because one or more of the people involved who have specific responsibilities have failed the system. They have failed, generally, because they were not prepared, or able, to fulfill their responsibilities but the job paid them and the money was important and they were family...of one sort or another.. We have, therefore, a war between a conceptual ideal and the practice of living together. Unless the ideal is better realized no one in that sort of system will be living with another peaceably for any length of time.
