Despite the great tempting promises inherent within PROP A, many Guam voters remain unconvinced about GovGuam's ability to control any negative efects from Prop A - the seemingly neverending, and in fact seemingly WORSENING, MYRIAD FINANCIAL PROBS OF GOVGUAM DESCRIBED IN THE LOCAL MEDIAS ONLY SERVES TO PROVE TO GUAM VOTERS THAT PROP A WILL BE TOO MUCH FOR GOVGUAM TO HANDLE. Iff GovGuam can't effectively manage basic services, how can it handle or control Casino operations - more, in case of economic downturns, Guam voters recognize that cash-strapped unreliable GovGuam will be the one casino operators will count on first to $$$ support their ventures?

Guam voters can also look at how the Casinos in the CNMI have fared for the northern islands, espec as per TINIAN = DYNASTY HOTEL AND CASINO. THE BULK OF ALLEGED FOR-LOCALS HOTEL AND CASINO JOBS, MANAGEMENT OR NON-MANAGEMENT, PERMANENT OR TEMPORARY [includ low wage] WENT TO NON-LOCAL ASIANS INSTEAD.

RUSSIA > even there, those pro-Gambling proponents whom support development of a RUSSIAN VERSION OF RENO-LAS VEGAS IN THE AZOV REGION REPORTEDLY RECOGNIZE THAT MOST OF ANY NEW JOBS WILL PREFERABLY OR LIKELY GO TO NON-LOCALS = NON-RUSSIANS.

Finally, a couple of local Guam restaurant patrons opined to me that it is their belief that GUAM's TOURISM IS PRESENTLY SUFFERING FROM THE ON-GOING DECLINE IN US GOVT.+ JAPANESE INVESTMENT HERE,+ RECENT US WALL STREET-BANKING/LENDING CRISIS, AND THAT IN CONSEQUENCE MANY CASH-LIMITED ASIAN TOURISTS [e.g. JAPANESE] WILL NOW PREFER TO GO TO CASINOS IN MACAU OR SINGAPORE, ETC. WHERE THINGS ARE MUCH CHEAPER AND HAVE MORE ATTRACTIONS, AND NOT COME TO GUAM.

A VOTER DEFEAT OF PROP A > should be properly interpreted as GUAM RESIDENTS WANTING GOVGUAM TO CORRECT AND PUT ITS OWN HOUSE IN ORDER FIRST BEFORE ANYTHING ELSE.
