So is the answer a de facto quota system?

That seems like a step backwards as well.

I was basing on this part of the article:

"This is a step backward for Virginia," said Leslie L. Byrne of Fairfax County, who in 1992 became the first woman elected to the House of Representatives from Virginia. The Democrat served for one term, representing the 11th District in Northern Virginia before losing to Republican Thomas M. Davis III.

"Regardless of the party, women ought to have more representation; they make up over 50 percent of the population,"

Looking at the % of the population and expecting that be matched by the % of representatives seems like a de-facto quota system.

Drake was voted out and Terrie Suit declined to run again, to me that is more circumstance/coincidence than a "step backwards"

I don't agree that saying: "...women ought to have more representation; they make up over 50 percent of the population," That isn't a call for a quota system, it is an opinion that women are underrepresented, and one I agree with coincidentally.

The fact that (mercifully) Thelma Drake was voted out and that Suit didn't run isn't a step backwards for Va. The fact that no qualified women candidates chose to run is the step back for Va.

"qualified" is purely subjective and purely political in politics.

Yup, but that doesn't change anything. No qualified women ran in VA.

I went to his web site. There's nothing there about McAuliffe's stand on any issues. If you go to Moran's or Deeds' sites they tell you what their issues are. Where can I learn more about McAuliff's perspectives? As for carpetbagger.... Your guy McAuliff is from Syracuse, NY. Reading what I have (not saying I agree) there's a whole bunch of rebels who think Yankees should go home.

Suit wasn't in Congress, though Drake was.
You're confusing state and federal legislatures.
