For chaining pregnant mothers could be a reason?
(CNN)-- A Mexican woman -- a former inmate in Maricopa County, Arizona -- claims in a lawsuit that sheriff's officers mistreated her during and after her pregnancy, including shackling her while she was in labor and after her Caesarean section.
The federal suit filed by Miriam Mendiola-Martinez this week comes days after the U.S. Department of Justice alleged the Maricopa County Sheriff's Office, under the leadership of Sheriff Joe Arpaio, engaged in a pattern of discrimination against Latinos.

A woman who was in the custody of Maricopa County Sheriff deputies in 2009 on forgery charges is suing the agency, saying authorities mistreated her while she was in labor and on her way to the hospital to give birth.

Miriam Mendiola-Martinez says in her lawsuit against the sheriff's office and others that county employees exhibited deliberate indifference to her medical needs and violated her constitutional rights as they kept her shackled before and after her 2009 Caesarean section.

The Arizona Republic reports that Mendiola-Martinez was pregnant when Scottsdale police arrested her in October 2009 on forgery charges. The lawsuit cites a recently released Justice Department report accusing the Sheriff's Office of discrimination.

That depends on state law. Keeping prisoners restrained during medical procedures is fairly common practice. Some hospitals require prison guards to keep prisoners attached to the gurney in a single-point restraint for the safety of medical personnel.

I'm sorry, but if you are guilty of the crime what should the police do? I know ignore the crime, she is just pitiful. I want her jailed. I want her child in state custody until she gets out of jail, and hopefully she won't get a dime for her suit. At some point these illegal aliens have to learn they are not free to commit crimes just because they enter this country as an illegal, a crime in itself.

Her citizenship status does not preclude her rights as a prisoner. Nor does it predisposes her to cruel and unusual punishment.

"IF" she was exposed to unnecessary suffering or unlawful public humiliation she deserves every cent she gets.

GANG OF THIEVES
Just how dumb does Sheriff Joe Arpaio think the voters of Maricopa County are?

Granted, he's counted on the majority of them being so enraptured with his cult of personality, Tent City, the pink underwear, the tank, and more recently, his Hispanic-hunting escapades, that they've re-elected him four times — despite years of corruption and malfeasance.

The cruelty to inmates? The violations of citizens' civil rights? The deaths in his jails, which have cost county taxpayers more than $42 million in lawsuit settlements and costs? That's never seemed to matter to 50-plus percent of the electorate. Indeed, many voters have practically applauded all of it by marking their ballots for good ol' Sheriff Joe.

So will headlines advising potential voters that Arpaio's regime has "misspent" $100 million over the past eight years, hiding this de facto embezzlement with several sets of secret "shadow systems," affect results in 2012, when an 80-year-old Arpaio is expected to run for an unprecedented sixth term?

Apparently, Arpaio believes he's got you just where he wants you.

So much so that when the Maricopa County Board of Supervisors met recently to discuss this $100 million catastrophe, Arpaio was off in Mesa, basking in the attention of the Fourth Estate, as he raided a mom-and-pop dry cleaner, looking for "illegals."

His boys in beige nabbed six folks suspected of working for a living without the proper ID. Makes you feel a bunch safer, don't it?

Arpaio sent his top flunky, interim Chief Deputy Jerry Sheridan, to face the Supes, while he peacocked it before the cameras.

In some ways, it was the ultimate insult, both to the board and to county residents.

That's because the Sheriff's Office has been using voter-protected money over the years to foot the bill for such pet projects as his anti-immigrant sweeps and raids, as well as the now-defunct Maricopa County Anti-Corruption Effort, better known as MACE.

MACE was the insane, police-state retribution squad that pursued vendettas against county Supervisors, judges, and county employees. Its "investigations" resulted in the laughable RICO suit that former Maricopa County Attorney Andrew Thomas and Arpaio brought against their enemies, one they ultimately had to abandon in disgrace.

The shambles that resulted from Arpaio and Thomas' ginning up criminal charges against Supervisors Mary Rose Wilcox and Don Stapley, as well as county Superior Court Judge Gary Donahoe and others will cost the county stacks of cash, because all of Arpaio's victims are suing for millions.

Abuse lawsuit against Sheriff Joe Arpaio's office settled for $600,000

A man who accused a Maricopa County Sheriff's deputy of abuse and racial discrimination over a 2009 traffic stop has won a $600,000 settlement.

The Maricopa County Board of Supervisors on Wednesday approved the settlement with no discussion. Supervisors Don Stapley, Fulton Brock and Max Wilson OK'd the settlement; the two other supervisors were absent.

Maricopa County Sheriff's Deputy Chief Jack MacIntyre said resolving the claim now was a good business decision for the county and good for the Nido family.

The suit highlighted the Sheriff's Office's anti-immigrant reputation and accuse Sheriff Joe Arpaio of failing to properly train deputies how to interact with minority suspects.

Deaths in the jails led to claims of abuse and multimillion-dollar lawsuits from inmates and their family members. Among the most notorious were the deaths of Scott Norberg and Charles Agster III. Norberg died in 1996 after scuffling with officers and being placed in a restraint chair, his head forced downward and a towel placed over his mouth. The medical examiner ruled Norberg died of "positional asphyxiation," and the county settled with his family for $8.25million. A jury awarded Agster's family $9million in 2006 after he died in the same restraint chair.

In 2009, the county paid $500,000 to the family of Robert Cotton, who was murdered by another inmate in the Fourth Avenue Jail in a gruesome scene captured on the jail's surveillance system -- but out of the view of officers.
