Many shut down decisions come from the OMB or Office of Management and Budget. Who heads the OMB, a recent Obama appointee Sylvia Matthews Burwell-ex Clinton staffer and Walmart executive.

The OMB will give 'further guidance' and 'closely monitor' the situation.


Things aren't happening in a vacuum. They are being thought out. Some things out of necessity and others for political impact. The DOJ and OMB 'conferred' on pulling military death benefits.


Now if they are actively discussing what to shut down wouldn't it be better to move along to something that won't cause any high profile political problems for anyone. Jobs are bad enough but there are certain things that are taboo for any side. But when it was 'discussed' or they 'conferred' they were thinking about it for a reason wether it be publicity or shock value and not to save money.
