The Second Amendment strictly forbids such an exercise. If these congress people insist upon following this path they will be committing an Unconstitutional Act. This is known as an Usurpation of authority. The Right is clearly enumerated that it shall NOT be infringed upon. It is a natural, God-given Right that existed prior to the framing of the U.S. Constitution. Government, at ANY level has no Constitutional authority to Infringe upon the Right in ANY way, shape or form.

The contention held out can be proven as fact here;
Which gives a history as well as a detailed summary of the intentions of the Framers of the Constitution.

The Right of We The People to Keep and Bear Arms has long been considered as the First Law of Nature. And it was given Constitutional protection, because it is the last defense against a government that has turned tyrannical and is overstepping its bounds. It is a crucial part of the 'checks and balances' system implanted in the Constitution. Which Constitution is the Supreme Law of the Land and all local, state and federal governments are bound by it.

If We The People continue to allow this perversion and subversion of our Right(s). We will be left with a Police State and be governed by the arbitrary rule of others.

The perversion and subversion of our Right must cease and desist. As well as be restored to its original form. Failure to do so is to our own and our children's peril.
