I remeber something about how President Roosevelt was told by the congress that they were not going to fund the world cruise of the great white fleet. He sent them half way then they ended paying for the rest of the trip. The point I am making is congress controls the moeny, they do not have the authority to order the military or give orders to another branch of the US Goverment. The only branch who can is the judical branch. Even if bush does submit a timetable, there is nothing that says he has to follow it.
