Notice they don't give their definition of "safe."
A tsunami like one that occurred in Japan is not out of the question, and San Onofre would turn major areas of southern California into a no-man's land, with massive piles of dead illegal aliens strewn everywhere, rotting with radioactivity in the morning sun.

The nuclear accidents outcome might be compounded by the ham-fisted gub'mint reaction. Idiotic evacuation orders with exclusion zones drawn arbitrarily on maps by distant bureaucrats and enforced by "obey or die" law enforcement thugs, like happened in Japan and Ukraine...

But piles of dead is one thing nuclear reactor accidents won't lead to.
