The EITC was originated to offset other payroll taxes, such as Social Security taxes, state taxes, local taxes. Basically, one must pay these taxes to earn the EITC. It is not welfare as some have put it.

Once again. You don't understand what the EITC is. It helps those of less than average incomes by giving them a rebate of the taxes they paid. Such as State income tax, sales tax, local tax, SS taxes. Nobody gets back more than they paid. It's a fact, not welfare. But then again, I don't expect you to be smart enough to understand.
