Concerning Obama and the NSA and his promises to reform the NSA's conduct:
It is very common for government agencies to act in ways that are illegal and/or outrageous.
On the rare occasions that they are caught, then they usually promise to "reform" and to be more ethical in the future, and which almost always means that actually they will continue engaging in the same activities as before but while pretending they have "reformed."
One of the most extreme examples of the immediately above is the California State Bar, in other words the totally corrupt agency that pretends its two main reasons for existence are to: one, enforce standards for California's lawyers; and two, protect the general public from lawyers that are corrupt and/or incompetent.
(NOTE: One of the dirty little secrets of the legal profession is that lawyers have far and away the highest rates of alcoholism and drug abuse - and also of suicide, divorce, and domestic violence - of any major profession. And related to that, lawyers who are drug addicts have extreme tendencies to embezzle the money of their clients and former clients.)
However in reality, and rather than protecting public, the totally corrupt CSB - and including though its phony system of choreographed, scripted, and prearranged "investigations" - almost always protects and puts the fix in for lawyers who are corrupt and/or drug addicts, and including when those crooks and drug addicts with law licenses embezzle the money of their clients and former clients.
So as to better promote its image of supposedly being committed to protecting the general public, the CSB does now and then discipline, and sometimes even disbar, a few of the less powerful and less politically connected lawyers who commit crimes. However, it almost never disciplines the bigshot lawyers, and no matter how severe the crimes they commit.
Every now and then the media does a partial expose on how the CSB is in reality an old boys network that is far more committed to protecting lawyers than it is to protecting the general public. And each time that happens, the CSB pretends to "reform."

In fact, I could have summarized the above with the following comment:

Many government agencies will pull and do whatever they think they can get away with, and if they are caught then they will: one. pretend they are sorry; and two, pretend they will not do it anymore.

I wonder if there are people that really think surveillance will be reigned in. People just believe everything he says. I think those people must think no harm will ever come to them as they cheer for America's Decline.

World history has shown their the first to go.

And with lawyers having the highest suicide rates, alcoholism and drug abuse sounds great to me. Hanging would be fitting and while were at it, there's quite a few politicians that would look good from the same tree.
