Privatizing Lottery Management in Pennsylvania
In 2011, Illinois became the first state to privatize the management of its lottery in return for a commitment from the private manager to increase net lottery revenues, a groundbreaking deal that has prompted officials in other states to pursue similar initiatives in 2012.

I know that this sounds not good to state lottery officials...because of the revenue issue. But I still look at this positively, in the sense that, the revenue will better provide more services and scholarship grants to students...
