It had nothing to do with the inmates. The DOC is a business that needs employees (inmates). They are housed and fed and used to work at public and private institutions and companies. Oregon has a high rate of unemployment but the DOC remains fully employed. It has nothing to do with Corrections and everything to do with cheap labor.
Check out the growth of prison populations in America that is fueled by excessive abuse of prosecutorial discretion in order to meet the needs of the private prison construction and management firms that are represented by powerful lobbies that encourage legislative mandates for new measures designed only to increase incarceration numbers. A very vicious circle at a very high societal cost.

True, but they are still criminals, and I am sure the victums of these inmates don't want to be victums again.... I was in prison, and it is a business, I watched the workers buy toilets that didn't fit and instead of returning them they broke them and rebought the ones that did fit... tax payers pay for this type of system and will blindly continue to do so. They spend beyond the budget, so during cuts they show that they need the money instead of spending less which would give the schools more....
