Infrastructure comes first. Build it and they will come applies to bridges too. This is a plan for the distant future, 30-50 years hence.
The Maroun concept is all about Maroun and maintaining his family monopoly. He wants to build next door to his own bridge because it is cheaper and he can acquire the land. His plan obviates all the advantages of a bridge up stream that relieves traffic on both sides and is easier to defend.
At no cost it seems worth doing!
