Gov. Rick Perry used federal stimulus money to pay 97 percent of Texas's budget shortfall in fiscal 2010--which is funny, because Perry spent a lot of time talking about just how terrible the stimulus was. In fact, Texas was the state that relied most heavily on stimulus funds, CNN's Tami Luhby reports.

"Even as Perry requested the Recovery Act money, he railed against it," Luhby writes. "On the very same day he asked for the funds, he set up a petition titled 'No Government Bailouts.'" It called on Americans to express their anger at irresponsible spending.
Thanks to the stimulus funds, Texas didn't have to dip into its $9.4 billion rainy day fund. Still, now that the stimulus is spent, Texas, like many other states, is facing severe cuts--$31 million must be carved from the budget.

As to the definition of a teabagger, that's a bit tougher. I'll just have to rely on my own subjective perspective. To me, your American Teabagger (inertius americus) meets some or all of the following criteria:

- Believes in ideas that are detrimental to his/her own self-interest (e.g. opposes medicare, social security, help to the needy, government itself).
- Many, though not all, are intolerant of those with differing values, skin color, sexual identification ... well you get the idea, while maintaining their "Cristianity".
- They tend to equate patriotism with some sort of "macho" idea of personal responsibility, to the exclusion of caring for the completely helpless (unless it is themselves).
- They think of liberalism as un-American, not realizing that most of the important contributions to this country were made by Liberals, the true patriots of America.
- Despite complete evidence to the contrary, they believe President Obama is (choose one or more): Kenyan, a socialist, an alien (maybe its the ears), the antichrist (whatever that is), the "Messiah", and most damning of all, Black.
- They consider the likes of Rush Limbaugh, Glenn Beck, Sarah Palin, Michele Bachmann etal as sources of truth and wisdom, the only ones who are trying to save America (from what is uncertain).

I hope I've provided some idea of what constitutes the American Teabagger. It is worth noting that this species are growing smaller in number, and with the forward momentum of human evolution, they will likely soon become extinct.

For years, Gov. Rick Perry has urged Texas lawmakers to resist the temptation to tap the billions of dollars in a state emergency account known as the Rainy Day Fund.

Give it to the corporations, then when the state is broke, again, cry to the feds for more.

How this guy got elected is a prime example of never under estimating the stupidity of teabaggers.

They constantly complain about "the rich getting richer", and blame it on the Republican process, when in reality it is their own stupidity which prevents them from obtaining wealth in any great degree. At the federal level you also have major demonrats like Barney Frank, who refused to regulate the mortgage industry and pumped billions into subprime mortgages. This is the same guy who ran a homo prostitution ring out of his apartment and had Fannie Mae hire relatives while he was pumping money into it.

Bush warned the country 4 times about fannie/freddie.

In 1960, social-welfare programs accounted for less than a third of all federal spending. Today, it counts for nearly two-thirds of federal spending. Welfare spending is nearly twice as much as defense, justice and everything else Washington does combined.

Last but not least....most economists say the Bush tax cuts kept the recessiion from getting deeper...which is why nobama extended them........twice.

Dems – NO Budget in almost 1300 days.
Dems – NO reforms to SS while it is going broke
Dems – NO reforms to Medicare while it is going broke
Dems – NO to securing the border
Dems – NO to balancing the budget
Dems – NO to any reforms in entitlements

In 2009, lawmakers initially used stimulus money to fill most of a $3.3 billion hole in what was then the state’s current budget, the one for the 2008-09 biennium (Texas operates on two-year budget cycles, and by law the state budget must balance). Medicaid spending overshot what had been budgeted, and lawmakers had to approve so-called supplemental appropriations to cover the difference. They used federal funds to supplant spending that would otherwise have come from the state.

When lawmakers arrived in Austin for the 82nd Legislature in January, they faced a grim situation: a $4 billion deficit in the current 2010-11 budget and a much larger projected shortfall of between $15 billion and $30 billion in the 2012-13 budget if state services were to be maintained.
