Did the State Government give him a Purchase Order for the Photo session?, was it a budgeted item?
If the answer to the above is NO, the Governor should write the check for the un authorized photos. All governments work with PO's and budgets.

I've listened to Ritter's whining and moaning about the state budget shortfall..... and now this.
Ritter's got to go, we pay 200K for this dude's 'photography' bill which is absolutely nothing more than his early re-election campaign.
Ritter has no ethics, morals or concern for the people of the State of Colorado. Like many politicians... his main concern is HIMSELF !!
