Quinn signs law to help DuPage consolidation efforts

Good in theory, but bad in reality. Dupage County is big when collecting taxes but very poor when it comes to providing services. This gives the county board power to hit local units of government that they don't like, engage in personal vendettas, and ultimately raise taxes while cutting services. BAD IDEA.
