"U.S. manufacturers struggling to find skilled workers"
A suggestion: Manufacturers (other businnesses too) should select the best and brightest from the unemployed, including new entrants to the labor market, and INVEST in training those workers for the job.
Since busiensses "add value" they ought to be expert at investing in human capital.
ooops, business would rather the individual or government subsidize them by paying for training ... next they will want the government to subsidize them by giving them public assets or taxpayer dollars ...
