Actually, it is also time to look at the current administration. I would say clean house starting with the mayor, police chief, fire chief, city council etc etc. To let this situation get this far out of hand shows that city hall is totally inept, inadequate, dysfunctional and incompetent. It would seem to me in my simplistic view that city hall would be begging and pleading for help from Springfield and Washington DC. Where is the national guard? Where is homeland security, FBI etc etc? I grew up in Chicago on the west side during the 60s and 70s, there were gangs and violence. However, there were limits to what was tolerated by the police and community at large. During the time that I lived in Chicago, when the gangs got too far out of control, the police would respond with massive force and aggressive tactics i.e. kick ass and take names later. I can remember several occasions when the police would crack heads and put them on display to send a message. Yes, I am in support of some old school tactics that today is called police brutality, it's the only language the gangs understand. The kinder gentler approach is not going to work, for every law abiding citizen that is shot or killed the response should be to shoot or kill 10 gang members. They are terrorists and should be treated as such.

You're and IDIOT!!!!! This has nothing to do with race, when Richard Daley Sr was the mayor of Chicago (democrat and white)he did not tolerate gang violence. When Harold Washington (democrat and black) was mayor, he did not tolerate gangs terrorizing the city. This has nothing to do with race. The issue is politicians regardless of race that are not held accountable after being elected. BTW, get yourself a dictionary or use spell check.
