Ya gotta be kidin me...... 1/4 of a billion for prototypes dealing with a "health-care" program that very well might be shot down by the Supreme court...(Considering four Federal judges are now split 2 and 2 looks like the Supreme court will HAVE to hear this one)... Meanwhile the Kansas school systems are scrambling, and closing schools and firing personnel, because of lack of funds...But who are we to question.... Heil ObamaCare!! Heil Obama!!!
