A lot of misinformation under the comments section of this article. Cell phones can't be depended on. The last storm disaster situation in Lincoln County put cell phones out of service. Only radios independent of the power grid can be counted on in every conceivable situation. The planners should work closely with ham operators when getting this system working. Hams have two emergency organizations that always stand ready to go on the air in case of disasters, and are experienced in working with government agencies, the Red Cross and other agencies. They also work to maintain emergency and personal communications for the general public. Some counties are already working on establishing communications centers that include ham operators and ham equipment and antennaes operating right alongside law enforcement personnel that can be utilized in case of disasters and emergencies.
