I think able bodied people should work to receive benefits, if it is nothing more than picking up litter in their community. They can't be expected to spend money to get to this work, or very minimal cost, so it would need to be within walking distance of a couple of miles or so. Or the city/town would have to provide transportation to get them to the work site.
