I'm sure the skewed ratings and scores show improvement. Or...maybe they were designed to show more funding is needed. Either way, I would bet teaching students isn't high on the to do list.

But maybe the free daycare will help since school starts at age 3 now instead of 6.

Why not start with the people who are failing the most? The parents who raise children and can't care for them.
