Study suggests tracking ex-cons to ease prison overcrowding

If the person is not on probation or parole and have met all of the guidelines for release, is the state going to make a new type of supervision. That would call for additional personnel and that calls for more money.

I suppose it's according to how serious the crime and with drug addicts perhaps more "pee" tests. The idea is to keep them fromm going back to jail and causing the overcrowding - guess its cheaper to mnoniter than to HOUSE..
