Groups seek federal takeover of mining enforcement

Citizens gather outside the Charleston field office of the U.S. Office of Surface Mining to deliver a petition seeking a federal takeover of West Virginia's mining regulatory program.
The mineral rights should be seized and the profits should be dispersed among the people.
