When one does not have enough money in his wallet, the first thing that happens is a reduction in spending and the most likely target are nonessential expenses like movies, eating out, luxury items, etc. I'm just hoping that Jerry Brown has enough common sense to do just that because the taxpayers are not going to give him any extra money to play with.
