You do know why they are doing this?

Because illegals go to NM, get a license and then move to NY and drive. Not only NY but all over the country. To have a NM license you must live in NM, simple.

Come Jan 15 2013 the Real ID Act kicks in and all states will require that you be a greencard holder or a US citizen, even NM and Washington state.
