The people on the Board all live here in NM so the 'negative consequences' would be felt by them as well. None of the people on the board got any of the suppossed million bucks you talk about nor do they get paid for their time (it is a volountary board - look it up)
For those that have watched the case since it began, it is known that even the people who supported the rules stated that the rule would do nothing to improve the environment globally, nationally, or in NM. So it sounds like a sound scientific decision
