Obama proposal to raise dropout age falls flat

Minimum age requirement for kindergarten enrollment is 5 in most states. Either the kid is already 5 at the time of joining(July/August), or turns 5 within a month(end of August) or two(september), soon after joining. But in New York, Cali' and 8 other states it is enough if the kid turns 5, on or before January 1st(ie sixth months after enrollment) within the same academic year. The December borns are really lucky ones in these states. They enroll at the age of 4 1/2(4.5) and turn 5 on or before the new year, by which time they would've completed half the kindergarten academic year. These individuals usually pass out of high school at 17-1/2(17.5).

If this proposal is considered & implemented in all states(inc' NY, Cali), then these guys(Novermber/December borns of NY, Cali, etc) have to sit out for a year after 11th grade, or wait for a year to receive the high school graduation certificate after completing the 12th grade. What a gibberish idea!!
