Why not fill the vacating Rep seat at the same time.

Because if she doesn't win the state senate seat, she gets to keep her state house seat.
If she does win the state senate seat, we'll have another costly special election to determine her replacement.
She just won re-election to the state house. It's not very financially conservative of her to make taxpayers have to pay for a special election all so she can move up the political ladder.

Conservatives aren't really conservative when they themselves want to spend money. They just b!tch when someone else spends money.
