i think it's the most silly scam ever. It's only ever about certain local councilors attempt in lining their pockets.
For a start the food waste, apart from being how yuk!, is not suitable for composting as it contains animal bones; and so it goes to landfill eventually anyway. The glass is not divided into colours so very little money is clawed back from selling that for recycling. The recycling bins given are not only open to the elements but are not divided making it a job for everybody to try and keep it all separate. If the councils were willing to pay a little more upfront they could have had lidded containers with dividers. Small details such as these would encourage more recycling.
As for general rubbish, those with wheelie bins all too often find they aren't enough, particularly larger families. Those with bags are now restricted to what they can throw away as the bags have transparency. Not everybody has their own transport to be able to visit the local tip; and paying someone to take an occasional smallish item away on a relatively regular basis is unrealistic and imo, should not be necessary.
i think unrestricted general rubbish, weekly collections, lidded & divided recycling containers + more of them; and to stop the pretense of the food waste being recycled - imo, this was only done to stop animals getting into the bins after the food because they wanted to make the bins fortnightly.
