Civilian at what time? in other words, the subject was not on a child killing mission when shot, so the term "innocent civilian" is brought into use, but if on a child killing mission and shot by the Army, still an innocent civilian.

Ireland leaving the UK hadn't been agreed on EVER until the IRA won the War of Independence.

Home Rule guaranteed that southern Ireland could not remain in the UK.

Home Rule did indeed destroy the UK, which is why a fullscale civil war was inevitable by 1914.
