Inquiry is ordered into care of elderly people

If more time and mone was spent on care and LESS time and money on paperwork then I feel that elderly vunerable people may be cared for properly .
There are to many big chiefs giving out orders and getting rich than carers who get paid a pittance ,if carers were paid a bit more and had LESS paperwork to do then the level of care WOULD improve ,it doesnt take a genious to work that ouT.
I am not a carer just someone who noticed .......
