all bullshit, insurance fees are numbers wich equals the expected profits of the insurance companies, the budgetting is deciding how high or low the insurance fee will be

well when you consider the ammount of crime that goes unsolved and not investigated then you will realize why insurance rates are going up, what needs to hapopen is that massachusetts needs to vote in the death penalty , that will surely stop alot of the crime, and in reaction insurance rates will go back down, its just common sense.
