Probably a case in the theories of it being 6 of one type and half a dozen of the other.

Relatively loose clusters such as the Virgo cluster bump up the cD in the core by mopping up tidal tails from galaxies interacting with each other elsewhere in the cluster(the tidal tail has a relative zero velocity in the case of an interpenetrating collision so the tidal tail will drop into the cD. In that case the galaxy bumps up its mass by "pinball machine" gravitational slingshot effects which compact the orbits of stars already in the cD making the cD core smaller & denser (the central black hole then gets the "munchies" producing the relativistic jets.

Relatively large clusters would instead occasionally funnel galaxies into collision with the cD which strips stars off the companions directly, causing tidal tails which then get diverted by interactions with other galaxies forming a cloud around the cD. More "pinball machine" gravitational interactions & more munching black holes & jets.

In both cases the supply of interacting galaxies will tail off because they will be largely disrupted with time leaving only the core & a surrounding "drag & spin disc sculpted by the magnetic field of the core black hole of the remnant galaxy. Stripping more stars off it becomes more difficult @ that point.

The end result is either one or 2 cD galaxies (the BCG of the article) a diffuse star cloud & a load of small lenticulars with big core black holes in tight orbit around the cD (ref Coma & Perseus clusters for nearby examples.

The problem of course is that the observation is a time constraint. A Binary cD cluster will arrest the growth of the cD pair in the middle due to a lack of companions able to donate mass to the cD.
As the cD pair is orbiting each other the 2 cD galaxies cannot make new stars as the gas evolved from red giants is ram stripped to join the superhot gas pool in the cluster. The galaxies therefore slow their growth with time.
There is however (as in the Perseus cluster), a means of making up the shortfall.

The stripped close companions to the cD in a single cD cluster such as perseus will eventually be so small as to hardly alter its position and the result is that it will eventually come to rest in the cluster core.
At that point, the cD becomes a massive central point upon which the intracluster superhot gas, ram stripped from the outer spirals billions of years before... will condense onto the cD in a cooling flow causing the galaxy to rejuvenate. The result will be a periodic high luminosity quasar with notable changes in the jet orientation as a result of collisions with smaller AGN in the compacting cD being dumped on by vast numbers of new stars.
The cD NGC 1275 in the Perseus cluster is making up for lost time & is full of brand new stars & giant X ray bubbles from the new relativistic jets which continue to change position with time. The jets are currently pole on but the high luminosity quasar is currently OFF (which means that we can see the outskirts).

NGC 1275 is not alone, another cD (in the Phoenix cluster) has also come to rest in the cluster core & is rather busier @ star formation @ present then NGC 1275, which is arresting runaway star formation via the giant X ray bubbles which blow away the condensing gas in the polar regions of the black hole in particular.

Looks like the big clusters full of old red galaxies appears to be an early to middle age cluster evolution phenomenon, and may not be a permanent feature of galaxy clusters.
