while the 'net is bursting with garbage, it is also packet with useful, necessary and economically valuable information. The 20% of the population without access are at a serious disadvantage - one which will grow over time. The cost to late-adopters is much higher than earlier technologies, and accessing the internet assumes a complex skill set, and a certain level of economic stability. The time and resources to invest in "going" online are a sort of elite activity - if you do not arrive at adulthood with the skill set already in place, it represents a substantial investment to accquire. An investment that sort of requires some insight, to see its value. We will soon see literacy and computer- and internet-literacy as all synonymous, as reading becomes a subset of computer-related skills.
