Mom fights against child heat stroke

I am a bit confused about the Times Herald Our View article:"Mom fights against child heat stroke." Nobody- not a child nor an adult and not even a pet dog or cat - should be confined in a car on a hot summer day. That, however, according to previous articles, was not the case with Derrick, a 5-year old Down Syndrome child, who was last seen by his mother at 8:30 a.m.- was allowed to roam the neighborhood - and not again looked after until 11:30 a.m. This was not a child who was taken for a ride and then left in the hot car while mother shopped, which seems to be the issue being addressed.
