He needs to have a Thai lawyer file a criminal case for attempted murder against the van driver. This will prompt the van driver or his insurance company to pay the hospital bills. If they won't send the driver to jail. 100% sure had the foreigner hit a Thai like this it would be this way. It is how Thai law works get a lawyer and file a case.
