Sheriff Rick Clark had every right, legally and morally, to do what he did. Legally, the discretion was his. Morally, he didn't manifest hate toward Mandela or South Africa. He just said that this honor should be reserved for US citizens. He would probably make an exception for a foreign person who did something for America's benefit.

Mandela just meant nothing specially to him, that's all.
