How about this:

1) internationally declare that the pirates have no human rights if they're violating the human rights of the ships' crews.

2) the larger nations each send battleships to sit about 5 miles off the somalian coast.

3) inform the pirates that they ought to release everything and everybody they hold, UNHARMED, or the ships' guns will start shelling the pirates' families, houses, cities, EVERYTHING, all the way down to bedrock.(you can TRY to argue with a 16-inch gun...)

Diplomacy has failed, negotiations have failed, the pirates are betting that all the world's nations are 'too civilized' to just start actively killing them - LET'S PROVE THEM WRONG. If _they_ can take hostages, so can the rest of the world.

americans never learn , if they opt for the scorch earth policy of killing civilians then they should be ready for terrist acts in their own back yard . america has maybe 500,000 somali's u rekon they will jus sit down and watch? no they will seek revenge. i agree piracy is wrong and the pirates lost wat ever moral argument they had when they started hijacking ships then trawllers and chemical tankers but the pirates are given free reign by the leaders of puntland who take direct orders from abdlahi yusif , the most prolific warlord in africas history and also a american puppet.
