Naples free of garbage - and tourists

Just returned from a week in Naples. The city centre is very clean. It is the outlying areas which are suffering from rubbish piled as high as 3 metres. Rats are in abundance. It was fortunate during my stay that it rained, keeping the smell down. However once the temperature starts to rise, Naples is a plague waiting to happen.
