No, he fits right in, here on Earth: he is a selfish ahole. He thinks he is entitled to live in an apt rent-free and push his land-lady down the stairs, breaking her bones.. Everything else ("sovereign citizen", etc.) is just bs justification. He deserves what his land-lady got, except x1000.
