In my view it's improving. With the Forks, the Exchange, new residential, etc. it's better than it was in the 1980's. Portage Place needs to be torn down and the attached pedestrian overpasses. Replace the previous streets and build mixed commercial and housing. Indoor connections to the south side should be under, not over ground. Those overpasses killed what was once one of Canada's best vistas.

Quit trying to pander to the cookie-cutter suburbanites who whether in Toronto, Vancouver or Winnipeg will always prefer big box stores with their acres of parking lots. Why is say downtown Vancouver for example healthy? Because it's surrounded by dense residential areas with people who have disposable income and because it offers amenities, sights and services that suburban areas don't. It's not because it has been successful in outdoing the malls in Coquitlam or Richmond. Guess what, most people who frequently go downtown in Vancouver or Toronto know that parking is hell and use other alternatives. It doesn't discourage them though.

As for Ikea, to each their own, but it belongs in the suburbs. I say people in general have lost their sense of art and quality if they prefer those furnishings to those that were offered at stores like the Penthouse and Brick's Fine.

I read the article and the comments. The Kapyong plan has to be concerning to people in River Heights and Tuxedo. Does this mean the North and West Ends will be gentrified? For Winnipeg, this is great news. If the property tax base can be increased in the central areas, the old city of Winnipeg can finally break the shackles of being tied (politically) to the suburbs and their expensive sprawl mentality.. Why should the inner city pay for suburban sewers, expressways and underpasses?

I don't live in the inner city, but in an older suburb, and want so much for my area to become an independent city once again. Sick of paying for sprawl and lining developers pockets.

You go to O'Calcutta to hit on the East Indian women. When that fails, you head to Dominion News, and enter the stalls to mast*rbate, then finish off drinking Old English 800 behind a seedy downtown bar.

Its become an urban reserve. Last time i was down there I was creeped out and watched my back. On another trip some staggering breed walked right into me.

Main Street (around Higgins) used to be The Strip, where all our seedy characters hung out.

Some brainiacs wanted to clean it up....and they did.

However, everybody just moved around the corner to Portage Avenue.

Now Portage Avenue has become The Strip.

.....and we've spent, probably close to a half BILLION dollars "revitalizing" this downtown!!

We've got idiots running this city that cannot connect these dots.
