I believe it's changing now. As more who were molested come out in the open, more feel free TO come out, and that is why I believe we have just touched the tip of the problem. However I suggest that many who molested others will never be exposed, as family members will choose to protect the image of the family as being upstanding moral citizens with nothing to "hide."
You are right....I think also the word "molest" has such a broad and negative connotation that one does not see mitigating circumstances on the side of the "molester". Circumstances, temptation, carnality, accidental, intentions..., these all play a part in the issue of molestation.
In the area I live in, it is my belief that no less that 30% of children are molested incestuously. But a lot of this may be out of "curiosity". I think another 40% is done with intent....It is my opinion, that the more remote an area, the less law has effect, and for instance people living on islands are about 80% likely to be molested.
Sexual predators are everywhere, but in general, I think this is a tool of propagandists to put fear in the population, and keep them focused on something other than their own interests....
