The passage does tell us that the Apostles were Christ's audience, so yes, His commission was to the Apostles only.

No, it's not a sin for us to spread the Gospel, as I've said.

I do not possess ministerial authority, so I cannot instruct others on what I personally believe scripture to mean, but I can direct people to the Gospels all day and all night.
