The Global Hawk system is being developed within the two- vehicle High Altitude Endurance UAV Program, managed by the Defense Advanced Research Projects Agency (DARPA) for the Defense Airborne Reconnaissance Office, with Air Force, Navy and Army participation. The program is being executed using DARPA's Section 845 'Other Transactions' authority, allowing extreme flexibility in the program's management.

Cost is the single requirement for the program. Contractors are required to meet a $10 million unit flyaway price (FY 1994 dollars) for the average cost of air vehicles 11-20. They can trade off all other system attributes, including performance, against this cost requirement. This 'cost as an independent variable' approach allows DoD to reach a system solution that is not the best imaginable, but instead one that is good enough to do the job and is affordable.

Global Hawk is complemented by the DarkStar system, a UAV with low-observable characteristics. DarkStar is for use in high- threat environments where ensured, survivable coverage is more important than range and endurance. The complementary nature of the two systems provides a flexible, cost-effective mix for military commanders.

The Global Hawk and DarkStar High Altitude Endurance UAV program is an Advanced Concept Technology Demonstration, with the US Atlantic Command as the operational sponsor. Following completion of Global Hawk flight tests at the end of FY 1998, the Global Hawk and its companion system DarkStar will start operational user demonstrations with US Atlantic Command.

Harbinger Corporation was a leader in e-commerce software and network services.[2] Founded in December 1983 by C. Tycho Howle and David Leach as Computer Technologies for the Home in Atlanta, Georgia, it went public in August 1995 (NASDAQ:HRBC). It was purchased by Peregrine Systems on 16 June 2000. Originally located at 1800 Century Place, the company relocated to 1055 Lenox Park Blvd. in the early 90's.

At its peak, Harbinger had 1,100 employees, 40,000 active customers, and annual revenues exceeding $155 million.

After Peregrine went into bankruptcy following 2002 accounting scandals, certain lines of business purchased from Harbinger and Extricity were sold off to Golden Gate Capital and Cerberus Capital Management and ultimately renamed Inovis. For a while, Inovis' European operations used the name Harbinger Commerce.

The Harbinger brand became part of Inovis in 2002,[3] which was then acquired by GXS in 2010.[4]

According to a CIA internal memo dated November 29, 1975, Zapata Petroleum began in 1953 through Bush's joint efforts with Thomas J. Devine, a CIA staffer who had resigned his agency position that same year to go into private business, but who continued to work for the CIA under commercial cover. Devine would later accompany Bush to Vietnam in late 1967 as a "cleared and witting commercial asset" of the agency, acted as his informal foreign affairs advisor, and had a close relationship with him through 1975.[2]

In 1954, Zapata Off-Shore Company was formed as a subsidiary of Zapata Oil, with Bush as president of the new company. He raised some startup money from Eugene Meyer, publisher of the Washington Post, and his son-in-law, Phillip Graham.[3][4]

Zapata Off-Shore accepted an offer from an inventor, R. G. LeTourneau, for the development of a mobile but secure drilling rig. Zapata advanced him $400,000, which was to be refundable if the completed rig did not function. If it did function, LeTourneau would get an additional $550,000 together with 38,000 shares of Zapata Off-Shore common stock.

In 1959, Zapata Corporation split into independent companies Zapata Petroleum, headed by the Liedtkes, and Zapata Off-Shore, headed by Bush funded with $800,000.[5] Bush moved his offices and family that year from Midland, Texas to Houston.

In the late-1950s and early-1960, Zapata Off-Shore concentrated its business in the Caribbean, the Gulf of Mexico, and the Central American coast.[6] The U.S. government began to auction off mineral rights to these areas in 1954. In 1958, drilling contracts with the seven large U.S. oil producers included wells 40 miles (64 km) north of Isabela, Cuba, near the island Cay Sal. In January 1959, the Cuban government of Fulgencio Batista was overthrown during the Cuban Revolution. Zapata also won a contract with Kuwait.

In 1960, Jorge Diaz Serrano of Mexico was put in touch with Bush by Dresser Industries. They created a new company, Perforaciones Marinas del Golfo, aka Permargo, in conjunction with Edwin Pauley of Pan American Petroleum, with whom Zapata had a previous offshore contract. The deal with Pemargo is not mentioned in Zapata's annual reports. In 1988, a Bush spokesman claimed that the deal lasted only from March to September 1960. Zapata sold Nola I to Pemargo in 1964.
