There is a real threat to the survival of the small, independent livery services in Suffolk County. These companies, which are in the majority, are fearful of being able to continue their livelihood due to an on-going feud between the Nassau County Taxi & Limousine Commission & the NYC Taxi & Limousine Commission.

This feud has prompted the NYC TLC & Nassau County TLC to impose their regulations on Suffolk County livery companies creating undue hardships with the prospect of many local operators having to go out of business. These rules will not allow passengers who have been brought to NYC, LaGuardia Airport, Kennedy Airport, Jones Beach, and Nassau Coliseum from Suffolk County, to be picked up upon return from their trips without purchase of an expensive permit by the livery services. These permits will put all Suffolk County livery companies under the control of the NYC TLC, giving them the right to stop livery vehicles at will and delay their departures from the airports or NYC. These stops could be extensive and time consuming with vehicle inspections, passenger questions, and driver log book checks. This will keep drivers from returning their passengers to Suffolk County in a timely fashion and could result in the impounding of the vehicle on the spot if the proper permits and other requirements are not in place.

Meanwhile, there are NO RESTRICTIONS on NYC & Nassau livery companies who come out to Suffolk County and the Hamptons to do business. These controls will also require large monetary expenditures by drivers to be licensed by the TLC. All drivers have already been licensed by the State of New York and carry a Class E license giving them the right to drive for compensation. Most Suffolk County livery companies are one or two car operations making licensing of fill in, part time, and temporary drivers an extreme hardship for the owners. These part time drivers are essential to the livery company in the case the owner is ill, takes a day off or takes a vacation once every two or three years.

Livery companies have already been scrutinized by the very strict acceptance requirements of the few insurance companies that provide “For Hire” insurance. The insurance companies also check the driving record of ALL drivers and are very selective about who drives for their insured. The criteria and cost to acquire livery insurance is already a deterrent for undesirables to enter and maintain a viable livery company. This attempt by the NYC & Nassau TLC to regulate vehicles, completely out of their jurisdiction, will undoubtedly put many small operators out of business.

These small livery companies of Suffolk County are essential to the local economy and are hard working, tax paying individuals who collectively infuse their income into their local communities to the tune of tens of millions of dollars per year. The unfair duress that will be created by the institution of these regulations will affect passengers and owners alike in time and money.

The NYC & Nassau Livery companies conduct business and operate differently and cannot be regulated equal to Suffolk County livery companies. The rush to regulate an industry outside of their jurisdiction, where we have yet to encounter any unusually high volumes of accidents or incidents due to the quality of the drivers, owners, and their vehicles, is ridiculous.
There is no proof that these regulations will improve an already stable and healthy industry in Suffolk County. The only ramifications it will have is companies being forced to increase costs to residents and put many operators in distress.

We urge our Suffolk representatives and our highly regarded clients to stand with us in opposing these unfair and destructive regulations proposed by a governing agency located outside Suffolk County.

Things are not good Martin when the prices of things go up. Whether limo service or airport car services, its just not good when the prices go up.

One thing that affects the business of shuttle and limo services is the rate of gasoline. That has been going up quite a bit this last decade. I think this is a major contributor to the fall of limo businesses in all areas, not only in the Suffolk area.

I have been in the limo business for 25 years I think all these regulations are good but the star of ny should get involved your license is from ny state your tlc is from your county the bottom line is the state should make the law if your car is registered with a tlc plate diamond and drivers license that should be fine no matter where you go in ny state this is really getting out of hand Albany needs to get involved
