Welfare may stimulate the economy, but it is in no way an investment. War does the same thing. It stimulates the economy, but it is not an investment. The government is not spending on development in both cases.

With welfare, the government is borrowing money, getting more in debt, to pay to feed people who ideally ought to feed themselves. Granted, there are some cost benefits as you have stated, with healthy children, but the benefit does not outweigh the total cost overall, in financial terms.

And people also have to create opportunity, not simply wait for it to be given to them. This business of "either I find a job, or go on welfare" is not sustainable. When are people going to accept that they cannot trust the system to provide for them?

I don't see how that translation changes my argument.
It's still saying the Allies other than Allah are as weak as a spiders home which is the weakest of homes.
So where do you get anything about spider silk being stronger than steel? Wouldn't than contradict your own God's metaphor?
